Intelligence reports from the Chilcot inquiry appear to show that ISIS/ISIL was formed during the Iraq war of 2003 as the country and its institutions were dismantled and disenfranchised Iraqis were led to sectarianism.

A view that is apparently backed by British Foreign Secretary Philip Hammond.
