Many villages and townships in Chaohu city, Anhui province, have been inundated by flood water since July 19. Although the rains stopped on July 21, water levels remained high until August 2. Villagers knew this was caused by the release of water from the dam, but authorities insisted it resulted from a natural disaster in order to refuse to provide compensation.
