More than likely it’s Air Force due to runway… but there’s still no way to tell if it’s AF or Army OCP… hence the post with BOTH Regs…
If it’s AF, the flight line no PC is fine, but there’s no excuse for the baggy cargo pocket and whatever that is above it.
If it were ever Army, the no cover has no excuse.
Some people just have to be “right” about everything 🤦🏽

I think the military guy knew that BejiingJoe is stepping down (extracted???) so that was his reaction (lol) turnaround; or fake JB is lost again going to wrong airplane (lo) — just my intuitive opinion 🙂
