Huang Wanli (1911-2001), a renowned Chinese hydraulic engineer known for his strong opposition of the Three Gorges Dam project, pointed out that the biggest design flaw of the dam is its inability in flood control.

In a recent interview with NTD TV, Huang’s son Huang Guanhong said if both the upstream Chongqing City and the downstream Wuhan face the risk of flooding in summer, the authorities will have to choose between sacrificing Chongqing or Wuhan. In other words, there is no way both cities can be saved.

Chongqing issued a red flood alert on June 22, and Wuhan issued a red alert on July 15. China will likely face the worst scenario this year—both cities are badly inundated.
