Continuous heavy rain and dike failures flooded the entire Guzhen County of Anhui Province during the afternoon of July 19. By late evening, there were still more than 10,000 people trapped in flood water. Many climbed to rooftops waiting to be rescued.
A local government employee told Chinese media Caixin that Pihe River broke a dike and overflowed Guzhen County around 2 p.m. on July 19, due to two upstream reservoirs releasing excessive amounts of water into the river.
The Chinese-language Epoch Times called several local numbers but there was no signal until 5:30 p.m. The reporter learned that more than 10,000 people were trapped inside the water, and there were very few rescue staff or volunteers.
Residents condemned the authorities for discharging the reservoirs without informing the public. Trapped on rooftops without drinking water or food, many were in a dire situation.
