In a recent report published by Center for Strategic and Budgetary Assessment, the CCP was said to have co-opted European political and business elites using “friendship groups”. These “friendship groups” seem to assist in educational and cultural exchanges between Europe and China, but they are in fact the mouthpieces and intermediaries that CCP proxies use to help with the CCP’s united front to divide Europe.

On July 1, the Center for Strategic and Budgetary Assessment (CSBA) released a publication called “Uncovering China’s Influence In Europe: How Friendship Groups Coopt European Elites”. The report pointed out that “friendship groups” serve as mouthpieces and intermediaries for advancing Beijing’s domestic priorities and foreign policy goals. These groups consist of local politicians and business elites who, through various public events, help get rid of any negative rhetoric about the CCP and support European policies that are favorable to the CCP.

The report discovered that the way these “friendship groups” operate is to cooperate in the CCP’s united front work, for instance, to promote “Belt and Road Initiative” in Europe. They also receive “donations” from the CCP. Officials of the groups once openly expressed that such groups support the foreign policy of the CCP. Chapter 4 of the report indicated that “The Italy-China Friendship Association (ICFA) is an example of how the CCP advances its goals, policies, and programs abroad at the national level. The president of the ICFA, Irene Pivetti, is a former President of the Italian Chamber of Deputies who has deep political and business connections in China.” She once publicly defended the CCP’s human rights violations and supported the Belt and Road Initiative.

The report further revealed that this phenomenon not only occurs in Europe, but also in North America, Australia, and New Zealand. The report recommended that Europe and Western countries as a whole should pay adequate attention to these “friendship groups” and that policymakers need to implement measured approaches and policies to monitor and push back against CCP’s infiltration.

The Chinese People’s Association for Friendship with Foreign Countries (CPAFFC) was set up in 1954 and appears to be one of the friendship groups’ sponsors. The CSBA wrote: “it was tasked to develop people-to-people ties with countries that did not have formal diplomatic relations with the PRC.” It is a covert agency for various CCP spy agents to gather intelligence espionage. Under the name of “Chinese People’s Association for Friendship with Foreign Countries,” they collect intelligence information from countries around the world.

In February this year, U.S. Secretary of State, Mike Pompeo, indicated that the National Governors Association and the U.S.-China Governors’ Collaboration Summit are examples of foreign governmental institutions influenced by the CCP’s “Chinese People’s Association for Friendship with Foreign Countries”.
