Two months of torrential rains have led to massive flooding across the Yangtze, Yellow, and Huai rivers. The Huai River is a major river located about midway between Yangtze and Yellow rivers, the two largest rivers in China.
In Sichuan Province, 22 rivers have exceeded their flood warning levels. On Aug. 18, for the first time in history, local authorities issued a Level 1 flood alert, the highest level flood emergency response.
Floods in Longnan City of Gansu Province in northwest China submerged 300 houses, and caused multiple mudslides.
Meanwhile, many places across China have experienced summer snows, from the southernmost province Hainan, to Beijing in the north, to Xinjiang in northwest. On Aug. 16, in the Qilian Mountain region of Qinghai Province, summer turned into winter in a blink of an eye when temperature suddenly dropped from 61ºF to 28ºF and snowflakes started to fall from the sky. Local meteorological staff pointed out it had never snowed in August in the past.
This is the seventh summer snow in China this year.
In addition, typhoon Higos, the seventh this year, made landfall at around 6 a.m. on Aug. 20 in Zhuhai City of south China’s Guangdong Province, with a maximum wind force of 78 mph near its eye, according to China’s National Meteorological Center.

On August 17, the Trump administration announced it will further tighten restrictions on Huawei, aimed at cutting off its access to chips made with U.S. technology.

Typhoon Higos, the seventh tropical cyclone formed in the pacific this year, made landfall around 6 a.m. on Aug. 19 in south China’s coastal city of Zhuhai. Local authorities in Guangdong Province said it was packed with a maximum wind force of 78 m.p.h. near its eye.
Chinese netizens in Zhuhai reported that the howling winds and torrential rains brought by Higos were so loud that many could not sleep for a whole night.
In the worst-hit areas, trees and electric poles were broken, buildings collapsed, and cars were smashed. A seafood market was completely submerged in water.
Thousands of Zhuhai residents slept in a sports stadium on the night Typhoon Higos hit the city.

Sichuan Province upgraded and issued an orange flood warning at 5:00 p.m. on August 16. At 7:00 p.m., the peak flow of the Tuo River was about 8,100 cubic meters per second, the largest flood peak that has passed through Jintang County since the beginning of this century. Severe floods hit many parts of Chengdu, the capital city of Sichuan. The water in the old town of Jintang County reached the second floor. Local residents said the flooding was mainly caused by the discharge of water from upstream.
Mr Li, a resident of Jintang County, told The Epoch Times that the ground floor of the old town was completely flooded for nearly a day after the flooding began on August 15. It wasn’t until the afternoon of the 17th when the flood peak passed that the water level began to recede. He said there were two main reasons for the flooding in Jintang.
First of all, the location is special. There are several rivers flowing into the Tuo River, so the ability to discharge the flood is relatively poor. Second, such a severe flood was mainly because of the upstream discharge, rather than the heavy rainfall reported by the Chinese media. “This amount of rain cannot flood the first floor. It’s mainly because of the flood discharge,” he said. “It has flooded three times in just a few days.”

Many middle-class families in Beijing settled in suburban areas in recent years where the land used to be collectively owned by peasants. They built detached homes with big backyards, a dream-life for Chinese people, as most live in high-rise apartments. For this type of house, the property right certificate is issued by the township government, not the state housing authorities.
In the past two months, Beijing authorities have been targeting these types of houses by labeling them as illegal constructions. Under this accusation, property owners won’t get any compensation if they lose their homes to forced demolition, while the officials and construction companies involved can make a huge profit by reselling the land or starting a new project.
Homeowners suffered heart-wrenching losses. Some of them had ancient-style villas and never thought that even Beijing’s middle-class could fall victim to the notorious forced demolition scheme.

High ranking CCP officials are now attending an annual secret meeting in Beidaihe, Beijing, and many petitioners are intercepted from entering the city because of this. Petitioners from Chongqing, including Cai Bangying and Xiao Jianfang, were intercepted near Beijing train station by Beijing police a week ago. The police revealed that they were recognized by the facial recognition camera.
Around 11 a.m. on August 8, Cai Bangying, a petitioner from Chongqing, was intercepted when she was passing by Beijing train station. She was told that she was recognized by a facial recognition camera which indicated her identity as a petitioner. The police then took her to the police station and later sent her to Jiu Jing Zhuang, Fengtai District in Beijing. After that, Cai Bangying was taken to a hotel in Shijiazhuang by local government personnels and was sent back to Chongqing the day after.
On August 8, Xiao Jianfang from Chongqing was also intercepted by Beijing police near Beijing train station. Like Cai Bangying, Xiao was also taken to the police station and later to Jiu Jing Zhuang. Xiao Jianfang indicated that she returned back to Chongqing the next day but was detained in a local police station for 24 hours before she was released. Her personal freedom was restricted even after she went home. Someone was guarding the door of her house and did not leave until August 16.
Cai Bangying’s house was forcibly demolished and she did not receive any reasonable compensation and relocation. She has been appealing in Beijing for several years during which she was brutally beaten, arrested, and jailed by interceptors. She is still being monitored after she returns home and is constantly threatened by the police.
Cai Bangying indicated that when she returned to Chongqing on August 9, she was beaten and handcuffed with hands behind her back by 9 unidentified people. She was then taken by a police car to a small room up on a mountain. She was being detained there and no police came to help after she dialed 110 for many times. She even received death threats. After being illegally detained for four days, she was released on August 14. Because she was beaten, she is still suffering from injuries and pain.

The U.S. is launching a series of sanctions against Chinese technology companies. Recently, President Trump announced an order demanding ByteDance divest all assets used to support the operation of TikTok in the U.S. and destroy all data obtained and derived from TikTok users in the U.S within 90 days.
On August 14, U.S. President Trump announced the latest executive order regarding TikTok. President Trump emphasized that credible evidence shows that the parent company of TikTok, ByteDance Ltd., threatens to impair the national security of the United States. The executive order states that any transaction resulting in the acquisition by ByteDance of Musical.ly and the ownership by ByteDance of any interest in Musical.ly in the U.S., whether affected directly or indirectly through ByteDance, are prohibited.
Jin Chun, a former engineer at Huawei Research Institute in Nanjing, said: “Sanctioning TikTok across the board, and divesting and separating TikTok from ByteDance Ltd. will become a model for Trump administration to follow when dealing with Chinese companies with similar criminal actions in the future.”
On August 6, President Trump signed executive orders banning any U.S. individual and entity from making transactions with ByteDance Ltd. and Tencent Holdings Ltd. after 45 days. The executive order stated that WeChat and TikTok obtain private personal information to censor content, monitor, and propagate and spread disinformation on behalf of the CCP.
Jin further indicated that through big data, the CCP is capable of not only stealing confidential information, but also influencing U.S. elections and controlling critical infrastructure like the electricity grid. Therefore, the White House must shut down these Chinese technology companies.
Tian Yuan also mentioned that although this move done by the Trump administration will create a short-term inconvenience to some Asian-Americans, it is beneficial not only to U.S. national security, but also in cutting off the CCP’s brainwashing and control over Chinese-Americans.
The Epoch Times reported that President Trump’s executive order demonstrates the determination and the willingness of the White House to remove Beijing’s control of TikTok in the United States. If Bytedance Ltd. is unable to divest within the deadline, the Committee on Foreign Investment in the United Stateshas the power to execute the order.

Churches in China are now required to praise the Chinese Communist Party in sermons and “intensify patriotic education,” according to Bitter Winter—a publication focusing on China’s religious freedom and human rights issues.
Public churches across China were all closed due to the CCP virus pandemic since late January. In mid-June, Chinese authorities announced that church assembly can be resumed but the prerequisite is that the priest must follow the new “patriotic” preaching guidelines.
A Chinese Christian posted a video online, to illustrate how the original text in the Bible— “The LORD is my rock, and my fortress… my high tower,” was altered to praise the CCP in his church.

Australia’s spy agency has warned that ethnic communities face “threats of harm” from foreign governments seeking to “monitor, direct, and influence” the activities of diaspora groups.
The Australian Security Intelligence Organisation (ASIO) made the submission to a parliamentary inquiry examining issues affecting Australia’s vast, multicultural communities.
ASIO said the threats came either directly from foreign government representatives or other members of the diaspora community—acting on the direction of the government.
The submission from the community claimed the CPP’s activities in Australia have caused “anger, fear, insecurity, mistrust, and division among the Cambodian diaspora.”
Foreign interference in Australia has been a hot topic in recent years following revelations that authoritarian regimes, namely the Chinese Communist Party, have been actively working to influence the country’s domestic affairs.

China’s Xinjiang region has reported more new cases of the CCP virus than any other province in the past month. The capital city Urumqi, was immediately locked down after authorities announced the first diagnosed patient in the new outbreak on July 16.

On August 11, Xi Jinping, regime leader of the CCP, said he is determined to stop food waste in restaurants. After he gave the order, everyone from the government to private sectors took action. This has led to a speculation as to whether China is facing a food crisis. After Xi’s order to stop food waste in restaurants, the Legislative Affairs Committee of the Standing Committee of the National People’s Congress of China decided on August 13 that it would establish a working group to plan a “Food Appreciation Act.”
CCTV and other major state-run media also participated in the campaign urging citizens to limit their food consumption. People’s Daily collected Xi’s talks on food and distributed them in an important speech series. CCTV even criticized live streams of excessive eating as a serious waste of food.
Moreover, many Restaurant and Dining Industry Associations in different cities in China began to promote the “N-1” ordering initiative and “Empty Tray Action”. The “N-1” initiative limits ordering to 9 dishes for every 10 diners. The “Empty Tray Action” encourages people to make sure all food is eaten or taken home instead of wasting it. Some of the largest short-video platforms like Douyin (TikTok) and Kuaishou have already removed many videos of excessive eating and even deleted accounts belonging to big eaters. These series of actions have led to a speculation as to whether China is facing a food crisis.
This year from January to July, disasters keep happening throughout China. In addition to the outbreak of the CCP virus, in the second quarter of the year, massive floods in the south caused flooding in many important crop production areas in 27 provinces around Yangtze River, Huaihe River valley and southwest China. Hailstorms and drought hit northern China, while severe locust outbreaks occurred in parts of the north. On August 12, the National Food and Strategic Reserves Administration of China released a report on the purchase of summer crops that showed a decrease of 30 percent in purchasing of wheat from provinces like Hebei, Jiangsu, Anhui, Shandong and Henan.
However, official media in Jiangsu and Henan continued to report a good harvest of summer crops. They even claimed that “the production of summer crops has reached a record high again” in Henan Province. The state-run media, Xinhua News, argued that the decrease in summer crops purchases was due to the epidemic, which made farmers reluctant to sell their grain as they wanted to keep it in their households.
Looking back at history, on August 13, 1958, People’s Daily had also exaggerated the harvest of rice as “early rice yields 36,900 pounds per acre”. At the time, production of crops was falsely reported in many places during the Great Leap Forward, leading to famine that caused tens of millions of people to die from starving. In addition, one of the “three anti” campaigns in the early years of the Chinese Communist Party was the “anti-waste” campaign, which eventually had an impact on the economy and led to many unjust cases.

Amid a new outbreak of the CCP virus, authorities in Dalian City, Liaoning Province, enacted extreme lockdown measures on all communities located in “high-risk areas.” Residents in these communities are not allowed to leave their homes. So far, they have been locked inside for 20 days, and no one knows when the lockdown will come to an end. It is extremely difficult to buy food, and many of them risk losing jobs if the lockdown continues.
A Dalian resident shared a video with The Epoch Times shot at his residential compound on Aug. 1. A man planned to pick up food he ordered from a private service, but was caught by security guards who subdued him and called the police. He was then sent to a detention center for five days.

President Trump called it terrible that the CCP is damaging freedom of the press in Hong Kong. It has also been reported that the US is looking to step up economic action against China. Media reports that the U.S. may kick the CCP out of the US dollar payment system SWIFT, accelerating the US-China financial decoupling.

The United States has imposed sanctions on Iran, North Korea, and Cuba, cutting off their foreign exchange deposits. China’s four major state-owned banks, which account for 50% of China’s foreign dollar transactions, may become targets of sanctions. This has made the CCP authorities extremely worried.
On Aug. 14, the Ministry of Commerce of the CCP expanded the scale of digital RMB pilot projects to 28 urban areas in China, covering 400 million people. However, digital RMB is not Bitcoin decentralization, but currency centralization – every transaction made can be traced by the authorities.
Experts believe that the digital RMB is not freely convertible, and it is even more difficult to be universally accepted in international trade. At most, it can only replace the circulation of paper money, or be forced to become the settlement currency in Belt and Road countries. The effect will be very limited if digital RMB is used to circumvent U.S. sanctions.

Recently in Xiaoshan district, Hangzhou city, a digital governance model called “work dividend calculator” was introduced. Residents in Hangzhou city feel like they have returned to the time of the Cultural Revolution. They believe that the “work dividend calculator” is actually a tool to brainwash and control the people. Netizens believe that the rural economy will deteriorate even further after the model is expanded in the future.
The so-called “work dividend calculator” is a small program in WeChat that allows each registered user to earn work points and increase their credit worthiness by participating in various activities hosted by the town and village. These activities include reading certain articles, completing surveys, voluntary work, production labor, and public affairs participation. The more you participate, the more points you earn. These work points can be redeemed as cash to be spent at local businesses.
Hangzhou Daily reported on Aug. 9 that the campaign for “work dividend calculator” was launched online in Dashigai village and Foshan village, Xiaoshan District. The Party Secretary Yu of the district explained that the “work dividend calculator” came from “earning work points” in the villages, and it records the residents’ contributions and earnings in terms of work points and credit worthiness.
Work points were the units used to calculate the workload and labor compensation of employees in the days of the People’s communes from 1958 to 1983.
Residents in Hangzhou city believe that the “Work Dividend Calculator” is a tool used to brainwash and control the villagers. Once it is further implemented in the future, the rural economy will be worse.
Ms. Li from Hangzhou city said: “Without a doubt, this event is to brainwash the people. What’s the meaning behind work points? Work points can increase the credit system. What does it do for the economy? The ‘Alipay health code’ is heavily used in the Hangzhou area, but it is not needed to take the subway in Shanghai.”
The Alipay health code app tracks Chinese citizens’ health and travel history.
In February, during the epidemic, Alibaba’s Alipay and Hangzhou city were the first to introduce a health QR code.

By Aug. 14, Yangtze River Basin’s monsoon season had lasted for 64 days, the longest in the past 60 years, according to Chinese meteorological authorities.
The fourth flood peak of Yangtze River is expected to arrive at the Three Gorges Dam in the morning of Aug. 15, as torrential rains have ravaged the upper reaches of the Yangtze River in Sichuan Province since Aug. 10. Many cities in the province are inundated. In the worst-hit area, water has risen to the second floor.
So far, about 100,000 residents have been affected by flooding in 14 rivers across the province.

On August 13, U.S. Customs and Border Protection (CBP) announced that a U.S. company has been fined $575,000 for importing powdered sweetener that was made by prison labor in China.
A passage of a 2015 law bans the import of goods made by forced labor and the penalty against Pure Circle U.S.A is the first fine issued by the agency.
CBP said the company had imported at least 20 shipments of stevia powder and derivatives that had been processed in China with prison labor. Stevia is a plant extract used as a sweetener in sodas and other foods.
Brenda Smith, Executive Assistant Commissioner of CBP’s Office of Trade, said in a statement: “As part of its trade enforcement responsibilities, CBP will hold companies accountable for importing goods produced with forced labor.”
Pure Circle said that it did not admit liability as part of the settlement with CBP, and agreed to pay the fine to end the costly investigation. A company spokesperson said in a statement: “We have strongly refuted and provided substantial evidence disproving the CBP’s 2016 claim that forced labor was used to produce the stevia we source from China.”
CBP has stepped up its investigations of imports suspected to be made with forced labor in China. It has issued 11 detention orders since last September, including four against products from China.
Smith said at the time: “The use of forced labor is not just a serious human rights issue, but it also brings about unfair competition in our global supply chains.”
In June, the CBP seized 13 tons of human hair products worth $800,000 suspected to have been made by forced labor in the region of Xinjiang, China. Activists and researchers believe the hair was sourced from Uyghur Muslim inmates detained in the region’s vast network of internment camps.

U.S. Secretary of State Mike Pompeo’s landmark speech “Communist China and the Free World” has been heralded as the “beginning of a new era” in global affairs and a marked shift in foreign policy towards Beijing.
On August 13, Dr Jin Chin, chair of the Federation for a Democratic China, told The Epoch Times that the speech was the moment Chinese democracy activists “have long been waiting for.”
According to Chin, U.S. administrations from both sides of the aisle have been “naively and wishfully” engaging with the regime since the United States and China entered formal diplomatic relations.
The Secretary of State said, from now on, nations can not be satisfied by merely “getting tough” on Beijing, and instead, called on governments to “induce China to change in more creative and assertive ways.”
Pompeo said, “We must also engage and empower the Chinese people–a dynamic, freedom-loving people who are completely distinct from the Chinese Communist Party.”
He continued: “But changing the CCP’s behavior cannot be the mission of the Chinese people alone. Free nations have work to do to defend freedom.”
For Chin, Pompeo’s speech indicates that the international community is now reaching a crossroad where the civilized world cannot co-exist with the CCP.

Yu Wensheng, a human rights lawyer from Beijing, has been detained for nearly 1,000 days. On August 14, his defense lawyer for the second trial, Lu Sih-Wei, was able to meet with Yu Wensheng in the detention center in Xuzhou City for the first time. Yu’s wife, Xu Yan, indicated that Yu is experiencing some health related problems and that she demanded the detention center to provide a haircut and dental treatment, but she was not given a reply.
Yu’s wife, Xu Yan, indicated that she called the detention center on that same day demanding that they investigate into the specific condition of Yu’s right hand and provide immediate medical treatment, but the detention center has yet to respond. She said: “He is not able to use his teeth on the left side, one tooth fell out from the right side. And his right hand shakes very badly to the point where he can’t write anymore. He uses his left hand to write his appeal. … This is actually torture.”
On January 15, 2018, Yu’s lawyer license was revoked by the authorities and on January 19, he was arrested. In June this year, he was secretly sentenced to four years in prison for “inciting subversion of state power” by the government. On July 9, his defense attorney, Chang Bo-Yang, went to the Xuzhou Intermediate People’s Court and learned that Yu Wensheng had appealed against the verdict.

China reported one death from bubonic plague in Baotou City, Inner Mongolia. The local health authorities announced the death case, adding that 35 people are currently under quarantine. Starting from Aug. 6, Baotou City is said to have entered a Level Three bubonic plague control state.
On Aug. 6, the Baotou Municipal Health Commission issued a notice stating that a death case occurred on Aug. 2 in Shibao Town, Daomao Banner of Baotou City. The patient displayed gastrointestinal symptoms. At present, 35 close contacts have been quarantined. It also issued a Level Three warning for plague prevention and control, which started on Aug. 6 and will remain effective until the end of the year.
Last year Inner Mongolia had the first outbreak of the Bubonic plague. At that time, China’s Health Commission reported 5 cases of infection and one death. However, the authenticity of official data has been questioned. In November last year, Voice of America quoted an information source saying that more than 300 villages in Inner Mongolia, Gansu, Ningxia, Xinjiang, Liaoning, and Jilin provinces were sealed off, and villagers were not allowed to enter or leave to prevent the spread of the plague. Village communications were also cut off. Armed police were guarding the entrance checkpoints.
Bubonic plague is known as the “”Black Death”” in Europe. Patients experience symptoms such as fever, headache, shortness of breath, chest pain, and cough. If not treated in time, the mortality rate is close to 100%.
The Black Death pandemic swept across all of Europe from 1347 to 1352, killing more than 50 million people, one third of the European population.
