According to a report from the Civil Rights and Livelihood Watch, starting August 1, the public security, traffic officers, quality supervision and industry and commerce departments of Shaoyang city in Hunan have jointly conducted a comprehensive clean-up of production, sales, driving, and maintenance of electric bicycles in Shaoyang city.

As of August 7th, thousands of electric bicycles were confiscated and temporarily impounded. That day, large-scale clashes broke out between thousands of residents who were fed up with Shaoyang police. The residents gathered quickly on the streets and marched to the city government and department of traffic police, demanding the removal of restrictions that make ordinary people’s lives difficult.

In a rights protection statement, Shaoyang people demanded to reopen registration and issuing the license plates for electric vehicles; to allow non-city plated electric vehicles to enter the Shaoyang city; To simplify the licensing procedures, not requiring residents to provide documents that cannot be provided as the basis for licensing; to add more service windows for the licensing verification; to release the impounded motorcycles and electric vehicles; and the processing time for impounding vehicles should not exceed 3 days.

On the same day, a reply from the Secretary of the Municipal Legal Committee was posted in Wechat: “From tomorrow on, all county-licensed electric vehicles can temporarily enter the city and will not be impounded. The impounded vehicles will be released in order.”
