Duke Energy activated a high-level emergency alert at a retired coal-fired power plant in North Carolina as floodwaters from the nearby Cape Fear River overtopped an earthen dike at the facility and inundated a large lake, raising concerns of a potential breach.

The Federal Emergency Management Agency will next month test a new βpresidential alertβ system that will allow the president to send a message to every phone in the US.
The alert is the first nationwide test of the presidential alert test, FEMA said in an advisory, which allows the president to address the nation in the event of a national emergency.
Using the Wireless Emergency Alert (WEA) system, anyone with cell service should receive the message to their phone.
βTHIS IS A TEST of the National Wireless Emergency Alert System. No action is needed,β the message will read.
Minutes later, the Emergency Alert System (EAS) will broadcast a similar test message over television, radio, and wireline video services.
The alert was due to be sent out on Thursday at 2:18pm ET, but will now run on October 3, FEMA said in a tweet.

Ma issued the “grave warning” during a speech at an Alibaba investor day conference in Hangzhou on Tuesday, where he portrayed the trade conflict as an intractable problem that won’t easily be resolved now that the US has set the conflict in motion.
Just as Donald Trump was further threats aimed at Beijing after he launched another $200BN in tariffs targeting Chinese imports, and warning that “there will be great and fast economic retaliation against China if our farmers, ranchers and/or industrial workers are targeted!”, China’s Ministry of Finance issued a statement disclosing that it would retaliate by levying tariffs on another $60BN in US goods (effectively covering all US imports with tariffs), which would take effect from Sept. 24 at 12:01 p.m.
