A cloud of radioactive pollution over Europe in recent weeks indicates that an accident happened in a nuclear facility in Russia or Kazakhstan in the last week of September, the French nuclear safety institute IRSN has said.
The IRSN on Thursday ruled out an accident in a nuclear reactor, saying it was likely to be in a nuclear fuel treatment site or centre for radioactive medicine. There has been no impact on human health or the environment in Europe, it said.

The US Department of Treasury has imposed sanctions against ten Venezuelan officials, including a member of the recently elected Constituent Assembly, several electoral officials, and a diplomat.
Thursdayβs designations include nine new officials and an updated entry on Freddy Bernal, previously placed on the sanctions list as the former mayor of Caracas. Bernal is currently Venezuelaβs minister of urban agriculture.
US sanctions are also targeting three members of the National Electoral Council: Socorro Hernandez, Sandra Oblitas and Carlos Quintero.

Wisconsinβs Department of Military Affairs is warning Columbia County residents of an increased law enforcement presence on the ground and in the air next week for a training exercise.
The training in Columbia County and at Wisconsinβs Emergency Operations center in Madison starts Nov. 14, and is in conjunction with a national-level exercise, known as Grid Ex, that takes place Nov. 15-16, officials said.
The public might see increased law enforcement presence and military personnel, including non-military unmanned aerial vehicles, in the area starting Nov. 14, according to a release. The exercise will continue until mid-morning the next day.
